Data Strategy in Ireland
On November 23, Paschal Donohoe, the Minister for Public Expenditure and Reform of Ireland, launched the 2023–2027 Open Data Strategy. The goal of this five-year plan is to make high-quality government data easily accessible, fostering innovation and building public confidence. This makes Ireland a promising environment for building local data spaces that will facilitate data flow across organisations within the Irish public sector. Data spaces will play a critical role in addressing data-sharing challenges, particularly trust and interoperability, and will assist public service organisations such as the Department of Transport and the Department of Health in developing innovative services for citizens.
Moreover, data spaces have significant potential for building “Trusted Data Partnerships” between public and private organisations in Ireland. This initiative could also lead to the development of a “Schengen Data Passport”, which would interconnect Irish data spaces with European Data Spaces, creating a comprehensive ecosystem that facilitates the inbound and outbound flow of data between European and Irish entities across innovation-critical sectors such as health and mobility.
“Open Data is central in driving the delivery of better public services across Ireland. It provides a rich evidence base to inform decisions ensuring we are creating effective and inclusive services. Open data is also inherently transparent – this is key in creating accountable public bodies. Delivering more efficient public services that are fair and transparent builds trust in government which is fundamental for a healthy functioning democracy. Open Data is a vital component in this.”

Promote collaboration among data stakeholders in Ireland
The DSAI will serve as a central hub for collaboration, uniting Irish data space stakeholders from various sectors. This includes policymakers, businesses, research institutions, and government organisations. By facilitating regular meetings, workshops, and networking events, the DSAI will create an environment where stakeholders can share best practices, align their efforts, and drive a unified approach to developing and expanding data spaces in Ireland.
Monitoring the trend of Data Spaces
As data spaces continue to evolve across Europe, the DSAI will closely monitor the development of guidelines, toolboxes, and best practices within the EU. The Alliance will then adapt these resources to suit the specific needs and context of Irish data spaces. This will involve creating localised guidelines that consider Ireland’s unique regulatory, economic, and technological landscape, ensuring that Irish data spaces are both compliant and optimised for success.
Increasing Awareness of Data Spaces in Ireland
The DSAI will play a crucial role in supporting Irish policymakers as they define and refine strategies for building robust data spaces. By providing expert advice, conducting research, and facilitating dialogue between public and private sectors, the DSAI will ensure that Ireland’s data space strategies are well-informed, forward-looking, and aligned with both national interests and European standards. To demystify data spaces and highlight their potential, the DSAI will organise a series of seminars, webinars, and workshops.
