Data Strategy in Ireland

On November 23, Paschal Donohoe, the Minister for Public Expenditure and Reform of Ireland, launched the 2023–2027 Open Data Strategy. The goal of this five-year plan is to make high-quality government data easily accessible, fostering innovation and building public confidence. This makes Ireland a promising environment for building local data spaces that will facilitate data flow across organisations within the Irish public sector. Data spaces will play a critical role in addressing data-sharing challenges, particularly trust and interoperability, and will assist public service organisations such as the Department of Transport and the Department of Health in developing innovative services for citizens.

Moreover, data spaces have significant potential for building “Trusted Data Partnerships” between public and private organisations in Ireland. This initiative could also lead to the development of a “Schengen Data Passport”, which would interconnect Irish data spaces with European Data Spaces, creating a comprehensive ecosystem that facilitates the inbound and outbound flow of data between European and Irish entities across innovation-critical sectors such as health and mobility.

Open Data is central in driving the delivery of better public services across Ireland. It provides a rich evidence base to inform decisions ensuring we are creating effective and inclusive services. Open data is also inherently transparent – this is key in creating accountable public bodies. Delivering more efficient public services that are fair and transparent builds trust in government which is fundamental for a healthy functioning democracy. Open Data is a vital component in this.
